How is our pay to be calculated?

Unlike the 5th Pay Commission where the basis of salary calculations was the Basic Pay (BP) – on which HRA, DA etc. were calculated, under the 6th Pay Commission Basic has two components:

Basic Pay (BP) = Pay in Pay Band (PiPB) + Grade Pay

The 6th Pay Commission has distributed all hitherto existing Pay Scales into 4 Pay Bands.

Pay Band 1 (PB1) 4440 – 7440
Pay Band 2 (PB2) 5200 – 20200
Pay Band 3 (PB3) 15600 – 39100
Pay Band 4 (PB4) 37400 – 67000

Different Grade Pays (Gps) have been allotted to each pay band. The GP determines the rank of the person. For instance, in PB3 there are three Pay Bands 5400, 6600, 7600.

Each GP has a corresponding Pay in Pay Band as determined by the 6th Pay Commission. The table for Pay Band 3 is:

It is on this Basic Pay that the HRA (30%), Dearness Allowanc (16%), Conveyance (Rs.3200) and DA in Conveyance are added.

Increments are calculated at 3% of Basic Pay and are compoundable. Advanced Increments are non compoundable.

What was the Basic Pay for Assistant Professors according to the UGC Pay Review Committee (Chaddha Committee)?

The Chaddha Committee has recommended for all Assistant Professors

  • entry level Grade Pay of 6600 in PB3, therefore Basic Pay of Rs. 25350

  • Advance Increments (non-compoundable) 2 for NET, 3 for Mphil (i.e. 2+1), and 5 for Ph.D.

  • Rs. 1500 per month as Academic Allowance.

What is the Basic Pay as notified by the MHRD?

The MHRD notification for Assistant Professors has granted:

  • entry level Academic Grade Pay (AGP) of 6000 in PB3

  • No Academic Allowance

  • No Advance Increments for NET, 2 for M.Phil and 5 for Ph.D.

Since there is no corresponding Pay in Pay Band 3 suggested by the 6th Pay Commission for 6000 the next lower level that is 15600 will be taken as the Pay in Pay Band for an AGP of 6000.

So what is the difference in calculation?

Calculation for a new entrant with NET but without M.Phil would be:
